PROJECT CONSULTANT FOR BASELINE SURVEY AND DOCUMENTATION RECRUITMENT

Women’s Rights and Protection Alternative (WRAPA) is a women focused non-governmental organization whose mission is actualizing the legal rights of women in private and public spaces through locally driven solutions. WRAPA envisions a Nigeria where there is improved access to social justice for women. WRAPA core programs revolve around the enhancement of access to justice for Nigerian women especially the weak and vulnerable whose knowledge of their rights and capacity to seek redress is limited. This is achieved through the delivery of legal aid and counseling services to meet the protection needs of women within Nigeria’s three (3) legal systems. Its core programmes also include mobilization, research, sensitization, against gender based violence, capacity building on legal reforms as well as public education on domestic and international law, Islamic Law. Other direct interventions support affirmative action campaigns for increased participation and inclusion of women in governance.

Background

Despite the existence of constitutional provisions and commitments to regional and international human right treaties and conventions, the right of women and girls are grossly violated and devalued in Nigeria and many African countries. Nigeria is still grappling with gender equality, working on building a just society devoid of discrimination, equal opportunities regardless of sex, that can give both men and women equal voices in decision making and policy implementation.

In 2004, Nigeria ratified the Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa (African Women’s Protocol), thereby taking the first step towards expanding the scope of protection for women’s human rights in Nigeria, and in particular violence against women. The African Women’s Protocol is one of the several international instruments Nigeria ratified, which provides measures to be taken to improve the promotion and protection of women’s rights. Earlier international statutes include the Universal Declaration on Human Rights, International Convention on Civil and Political Rights, Convention on Elimination of all Forms of Discrimination Against Women, Rome Statute of the International Criminal Court and the United Nations Declaration on Violence Against Women.

Women’s Rights Advancement and Protection Alternative (WRAPA) is a leading voice in the advocacy and campaign against Violence Against Women (VAW) in all its ramifications. It served as the foundation Secretariat for a 65 member Coalition; Legislative Advocacy Coalition on Violence Against Women (LACVAW) for over ten years and remains a member of its Board.  WRAPA engages in legislative advocacy for legal reforms and public education on international law with its campaign and advocacy seeing to Nigeria’s ratification in 2004 of the Protocol to the African Charter on the Rights of Women in Africa.

WRAPA implemented the HakiMkononi project, which increased and amplified the demand for the domestication of the Women’s Protocol using the instruments of the GEO Bill and the VAPP Act in Plateau and Kaduna States. It is critical to scale the gains made, by deepening engagement with key stakeholders for the effective implementation of the model laws.

Recruitment Objectives

To conduct a baseline survey in the two project states that will provide information/data that will support the development of performance metrics and framework for the intervention.

  1. Objectives
  1. Identify existing organizations and structures working towards the implementation of the model laws in both Kaduna and Plateau state, and progress made so far.
  2. Power mapping in the respective State House of Assembly.
  3. Identify the level of awareness/knowledge on GEO Law and VAPP Actamong the stakeholders.
  4. Level of political will towards the implementation of the model laws(potential support or resistance).
  5. Determine the level of coordination amongst stakeholders working on the implementation of the laws.
  6. Existence of any framework for an estimated budget for the implementation of the model laws
  7. Assess existing organization working on an estimated budget for the implementation of the model laws.
  8. Determine existence of any gender responsive budgetary allocation in the state.

Expected Outcomes

Detailed baseline report that establishes:

  1. Existing organizations and structures working towards the implementation of the model laws in both Kaduna and Plateau state
  2. Allies and resistance in the SHoA
  3. Level of awareness on both model laws(Hospitals & Clinics, Police, Social Welfare, Prisons, Community Leaders, Religious Leaders(CAN & JNI) Vigilante Groups, community platforms/social cultural groups, trade groups NURTW, NAPEP, MEDIA, TBAs, Fashion Designers Associations, Radio Listener’s Association Civil Society LACVAW Members, Partners to LACVAW Members, Government institutions (MOE , MWA, MOH, MOJ, Judiciary)male household heads – Majlis/Tabarma, Zaure, Legislature-Leadership of SHA & Committee Chairs)
  4. Progress made towards implementation of the model laws
  5. Perception on the level of political will towards the implementation of the model laws
  6. Existence of state coordination mechanism towards the implementation of the model laws
  7. Existence of any framework for an estimated budget for the implementation of the model laws
  8. Existing organization working on an estimated budget for the implementation of the model laws.
  9. Existence of any gender responsive budgetary allocation in the state.
  10. An assurance index for stakeholders who are greatly influenced especially by entrenched positions around culture and faith.
  11. An entry point/leverage point that creates conditions for the effective implementation of model laws.

Methodology:

  1. Develop online and KII questionnaires to be administered.
  2. Conduct desk review of relevant document.
  3. Develop database for entry of information from respondents.
  4. Identify and engage data clerks to administer the questionnaires to various stakeholders.
  5. Data collation.
  6. Conduct entry and analysis of data-both primary and secondary data.
  7. Final analysis and comprehensive report of the baseline survey from both states.
  8. Validation of the baseline report(Webinar).

Deliverable

  1. Developed questionnaire
  2. Database of information from respondents in both states
  3. Complete report of baseline survey containing creative Info graphics, packaging and presentation.

Educational and Personal/Organizational Qualification
– Masters in Gender Studies, Development or related social science field.
– 15 years of progressive professional experience in gender analysis and development.
– Experience in proposal writing, proposal management, and report writing.
– Experience in monitoring and evaluation.
– Ability to undertake travels remotely
Language Requirement
– Perfect command of the English language (written and oral) is mandatory.
– Knowledge of Hausa will be considered an asset / advantage
