VIOLENCE AGAINST WOMEN AND GIRLS (VAWG) Faith & Culture Leaders Supporting VAWG Accountability Moving From Rhetoric to Action Project
Introduction Gaps in legal and social frame works compounded by weak enforcement are the key drivers in the growing impunity for VAWG and Sexual Gender Based Violence (SGBV) in Nigeria. Redress for survivors and accountability by perpetrators are in abysmal figures for violations in private and public spaces. Efforts by organizations, working on Violence Against Women and enactment of legislations at federal and state levels especially the Violence against Persons Prohibition (VAPP) Act 2015, the adoption of National Action Plan on UNSCR 1325 are yet to show significant changes. However, the establishment of Sexual Assault Referral Centres (SARC), and Sexual Domestic Violence Response Teams, across the country is gradually availing VAWG survivor’s defined, specialized and formal support. Despite all these efforts the legal provisions, socio-cultural practices and hurdles in the administration of justice provide women with little protection against violence.
The institutions of faith and culture are grounded in theological legitimacy. This qualifies them to frame discourse on issues aimed at extracting commitments for peace, justice and social equity. In addition, these institutions are considered an embodiment of moral values, which confers on them some influence in personal and family spheres, as well as social attitudes and behavior
Increasing accountability working with faith and culture leaders to strengthen protection mechanism and reduce VAWG prevalence.
Religious and Traditional Leaders, institutions and organizations are important influencers in Nigeria. These organizations are considered to have more legitimacy, respect and influence than secular NGOs. They are more established and have closer links with communities. They are held in reverence with less suspicion and even exercise limited enforcement capacity. These organizations also serve as arbitration platforms in dispute resolution relating to family life. Limitations however abound in legal frameworks, offering little or no respite to VAWG survivors thereby limiting women’s capacity to seek justice for abuses especially for violations within family settings.
Against this background WRAPA with support from Ford Foundation is working with faith and traditional leaders in the four project states. namely; Jigawa, Katsina, Plateau, and the FCT to strengthen protection and reduce VAWG prevalence for a two year project cycle. .
To engage a program officer (to be based in Abuja) that will lead in coordination, planning, and effective delivery of the project in the selected States of implemented.
Duties and Responsibilities
- The project officer will provide overall technical leadership in the planning and execution of the project activities; ensuring goals are met; risks are minimized and Ford Foundation and WRAPA standards are upheld and complied with.
- Ensure approved budget is implemented and project expenses are managed in line with Ford Foundation and WRAPA financial due process procedures.
- Strengthen, establish and manage relationships and engagements with project stakeholders; ensuring efficient and appropriate flow of information, and proper record keeping of plans, reports and correspondences, as well as documentation of project materials and lesson learnt
- Ensure the successful and efficient delivery of project activities to ensure that project targets are achieved in accordance with the Project Document and its specific indicators of execution.
Education and personal qualification
- University degree in law, English, communication, or other social sciences;
- Fluency in written and spoken English and Hausa;
- At least 5 years of work experience working in the field of development, law, government owned institutions;
- Commitment, willingness, and ability to work long hours (at least 90% of contract time, including working in the evenings and night;
- Proven interest in issues of human rights, social and gender justice in northern Nigeria
- Knowledge of computer programs, including Microsoft Word and Excel;
- Evidence in program management and remote logistics support;
- Positive team player with ability to maintain good relationships across diversities of culture, gender, religion, nationality, age sensitivities and a capacity for adaptability.
- Position requires regular travelling to the project State
The project is for two years effective from 1st April,2020.
