Background

The issue of gender based violence affects hundreds of millions of people around the world. This has peculiar implications for people with marginalized racial, ethnic, class, indigenous, or disabled status. Violence against women and girls is among the most widespread and devastating human rights violations in the world, but much of it is often unreported due to norms and practices that further entrench gender inequality through the culture of impunity, public shaming, and forced silence. Global statistics show that one in four women will experience a form of violence in her lifetime; yet women’s rights issues remain hugely underfunded (UN Women, 2019).

 

In Nigeria, women and girls are subject to systematic disadvantage and discrimination – particularly those who are poor, live in rural areas, and are from particular social groups. Gender inequality is manifested in violence against women and girls (VAWG), barriers to accessing quality education for girls, early marriage, poor reproductive and maternal health, and legal discrimination (particularly regarding family law). The scourge of VAWG was not overshadowed by the COVID-19 pandemic presently ravaging the entire world,. This situation of VAWG exacerbated during the peak period of COVID-19 Pandemic (2019-2020) and it is still presently being experienced. This human rights pandemic was dubbed the shadow pandemic as there was a spike in activities of perpetrators during lockdowns that were ordered to slow down the spread of COIVD-19. The majority of those on the front lines of the pandemic are women, there’s need to provide resources like healthcare, education and training for women. It is the responsibility of women to hold the social fabric together – be it at home, in health centers and schools, or caring for the elderly – all of this is unpaid care work which is mostly taken for granted.

The Nigerian Government’s response has included efforts to improve its institutional and policy framework, which include the Violence against Person Prohibition (VAPP) Act, enacted at the national level in 2015, the National Policy on the Elimination of FGM/C, the National Strategy to End Child Marriage, a Road Map and National Priority Actions to End Violence Against Children (VAC) which have been adopted and are being supported for implementation as well as several policies and frameworks for a conducive environment for women and girls’ access to quality sexual and reproductive health and rights (SRHR) information and services.

 

Civil society remains a key important constituency, working to hold the government accountable to deliver on rights protection. However, despite the existence of a strong feminist movement, the potential of civil society and women groups to advance women’s rights, including SRHR, has been insufficiently tapped to date due to limited coordination and capacity gaps. Through a comprehensive approach, the Spotlight Initiative in Nigeria will aim to support a Nigeria where all women and girls, particularly the most vulnerable, live a life free from violence and harmful practices. The vision will be realized by addressing the linkages between sexual and gender-based violence and harmful practices with related aspects of sexual and reproductive health and rights as a cross-cutting theme. Focus will be on prevention efforts, particularly addressing the root causes of gender-based violence and harmful practices (child marriage and FGM) against women and girls; and ensuring access to inclusive, timely, and quality services for victims and survivors.

 

The geographic scope will be vertical, supporting interventions at federal, state and community levels and horizontally across 5+1 focus states (Lagos, Sokoto, FCT, Ebonyi, Adamawa and Cross River), one per geo-political zone, based on a mixed set of criteria (including prevalence, political will, enabling environment, capacities and potential to facilitate further expansion and up scaling). The most vulnerable women and girls will be targeted.

 

Spotlight focus in Africa: Eliminate sexual and gender-based violence (SGBV), harmful practices (HPs), and address related aspects of sexual and reproductive health and rights (SRHRs), in 8 Priority Countries: Nigeria, Liberia, Niger, Malawi, Mozambique, Zimbabwe, Uganda and Mali. In Nigeria the Programme will be implemented in Adamawa, Cross Rivers, Ebonyi, FCT, Lagos and Sokoto States. Interventions focus on six mutually-reinforcing programming pillars; Pillar 1: Laws and Policies, Pillar 2: Institutions, Pillar 3: Prevention, Pillar 4 : Services, Pillar 5 : Data, Pillar 6 : Women’s Movement. The Women’s Rights Advancement and Protection Alternative (WRAPA) is one of the NGOs selected by the UN Women for a Partnership with EU-UN Spotlight Initiative (SI) Programme in Nigeria. WRAPA work focus will be in FCT, Adamawa and Sokoto States, in the Component six (6) of the intervention.

 

As implementing partner of Spotlight Initiatives Phase II (October 2021 – November 2022) under the UN Women Agency, WRAPA will target key role players that are central to the achievement of systemic shift in VAWG/SGBV/HP in Sokoto, Adamawa States and the FCT. Interventions would be implemented in partnerships with existing partner Organizations that showed agency during the Phase I period in Sokoto, Adamawa States and FCT, to focus on building capacity of both individual and institutions, to “influence and act”, across state and non-state actors.

Key interventions will include strengthening the capacities of key stakeholders to advocate for, and participate in the domestication, review, the development and implementation of laws and policies on ending VAWG, including SGBV/HP and SRHR., on the use of available, accessible, acceptable, and quality essential services including for long term recovery from violence ,and enhancement of better knowledge and capacity to deliver quality and coordinated essential services, including sexual and reproductive health services and access to justice, to women and girls’ survivors of VAWG/SGBV/HP, especially those facing intersecting forms of discrimination

 

Against this background, WRAPA is looking to hire State Project Officer (SPO) in Adamawa State, who is to coordinate the implementation activities of the project. He/She is responsible for the day-to-day administration of the project at that level. The SPO will serve as the main link between WRAPA and Federal Capital Territory designated existing partner Organizations that showed agency during the Phase I period, ensuring quality and effectiveness in the delivery of project interventions, as well as the liaison with stakeholder and beneficiary organizations and platforms in producing outcomes in line with the results framework.

  1. Recruitment Objective

To engage a Project Officer based in Yola who will work under the supervision of the Project Coordinator (PC); providing support to the project team in Adamawa State, and contributing to the reduction of violence and harmful practices against women and girls in Nigeria. He/She will be responsible for the day-to-day administration of the project at that level to strengthening the linkages between SGBV and HP with related aspects of Sexual and Reproductive Health Rights (SRHR), as a cross-cutting issue. The SPO shall within FCT :

a)        Demonstrate a thorough and in-depth understanding of project scope and specifics i.e. technical content, timeframes, financials, reporting and engagement protocols;

b)       Ensure a clear communication of the project intent and focus to engender broad buy-in of key state and non-state actors for project efficiency and sustainability;

c)        Liaise and work with FCT designated existing partner Organizations that showed agency during the Phase I period , Consultants and other stakeholders;

d)       Ensure project visibility & issue amplification through strategic stakeholder interface, and networking;

e)        Comply with all EU UN/SI project objectives, plans, delivery guidelines outputs and results, and notify WRAPA of any issues or challenges;

f)        Represent WRAPA as may be delegated in Spotlight Initiative related activities as appropriate;

g)       Other duties as may be directed by Project Coordinator

 

2.2 Tasks

a)        Build and maintain linkages between stakeholder networks and platforms including Government MDAs within FCT to ensure effectiveness and synergy;

b)       Contribute technical inputs for implementation of all activities as indicated in the work plan.

c)        Initiate, build and maintain relationships with internal and external clients and support management and implementation of project activities as well as delivering timely reports;

d)       Support the identification and mapping of relevant organizations/entities working on GEWE and VAWG/SGBV/HP/SRHR in FCT.

e)        Submit to the Project Coordinator timely and informative reports, showing progress towards outputs and objectives of the project;

f)        Extract and document success stories, case studies or lessons learned to facilitate knowledge management and scaling up;

g)       Identify and recommend opportunities for collaboration or partnerships to deepen participation and project impact;

h)       Contribute to the development of monthly work plans, activity reports, and M & E plans and activities;

i)         Coordinate and manage all project meetings, correspondence and logistics in FCT.

 

3.       Expected Deliverables:

a)        Comprehensive mapping of  FCT designated existing partner Organizations that showed agency during the Phase I period Stakeholders, MDAs Partners, Networks & Platforms;

b)       Monthly and quarterly documentation (in EU-UN/SI formats) of project activities & outcomes

c)        Monthly project activity:

ü  Management plans,

ü  Concept notes,

ü  Vendor or technical assistance (Consultant, Rapporteur) attendance sheets

ü  Meeting reports/minutes/images (video and audio recordings) as appropriate;

 

4.       Education and Personal Qualities:

The successful candidate will possess all or most of the following:

a)        University degree in law or the social sciences;

b)       Fluency in written and spoken English and Hausa.

c)        At least 3 years’ experience working in the field of development, law, or research at a professional level (required);

d)       Commitment, willingness and ability to work long hours (at least 90% of contract time, including evenings and weekends) even at minimal notice;

e)        In-depth understanding of the social, institutional, and political environment in the project states, including an understanding of local power structures;

f)        Knowledge of computer programs, including Microsoft Word and Excel;

g)       Evidence in program management and remote logistics support;

h)       Positive team player with ability to maintain good relationships across diversities of culture, gender, religion, nationality, age sensitivities and a capacity for adaptability.

i)         Possess Knowledge of industry best practice

5.       Guiding Principles

The Project Officer shall:

a)        Work with, and be supervised by the Project Coordinator.

b)       Carry out the responsibilities of the position in an efficient, effective, and professional manner.

c)        Discharge the duties, observe and comply with all procedures, administrative regulations and standard operating procedures (SOP) of WRAPA and UN WOMEN

d)       Exercise and eschew the values of due diligence, responsible work ethics, and mutual respect, due consideration, accountability and good faith in all dealings.

 

            WRAPA shall:

a)        Diligently discharge its obligations under this contract in a timely and transparent manner.

b)       Extend its cooperation and support to the SPO in accordance with best practice and subject to mutual considerations.

c)        The parties agree that the duties and functions outlined in the TOR are not exhaustive, whereby work of a similar nature may be expected to attain the contract objectives.

 

 

  1. Other Matters

 

i) Confidentiality

The Project Officer shall undertake to observe the secrecy of confidential information received from or supplied during the period of implementation of the consultancy or other agreement made pursuant thereto. The Project Officer agrees that the provision of this clause shall continue to be binding notwithstanding the termination of the consultancy.

 

ii) Termination and dispute

Either the organization or the legal expert may for a good cause and subject to compliance with 7 days’ notice terminate this agreement. In so doing, either of the parties shall discharge all obligations of payment or work outstanding at the point of termination.

This ToR is governed by dispute resolution procedures as applicable in relevant Nigerian laws.

Due notice shall be given by either party of resort to any arbitration method.

 

iii) Interpretation

For purpose of this consultancy and TOR, ‘confidential information’ means any information whether prior to, during, afterwards, disclosed by WRAPA, its staff, agent, beneficiaries or services provides (the disclosing party) to the Legal expert (the receiving party) of the consultancy involving technical, policy, know how, project management and other information, data and/ or strategies in any form, including but not limited to any information which is designated in writing to be confidential or by its nature so intended.

Against this background, WRAPA is looking to hire a Project Coordinator (PC), whose position is high-level executive,  recruited as an internal or external candidate, who is the lead implementation officer of the project, responsible for the day-to-day administration of the project and working with  designated existing partner Organizations that showed agency during the Phase I period. He/she will ensure quality and effective delivery of project interventions, as well as the liaison with stakeholder and beneficiary organizations /platforms in producing outcomes in line with the results framework. The Scope is WRAPA Headquarters and the three (3) Project States. The PC will ensure State based compliance by project staff and partners. He/she will work closely with the project M&E Consultant to produce detailed monthly and quarterly reports for submission to the Project Manager (PM).

  1. Recruitment Objective

To engage a Project Coordinator who will work independently, with minimal supervision, to provide programme leadership for WRAPA contributions to Outcome 6 of the EU-UN Spotlight Initiative Project. He/She will lead the project team to implement activities that deepen impact, scalability and sustainability of planned interventions aimed at reducing violence and harmful practices against women and girls in Nigeria. He/She will implement activities to strengthen the linkages between SGBV and HP with related aspects of Sexual and Reproductive Health Rights (SRHR), as a crosscutting issue in the three (3) WRAPA assigned project locations of the Federal Capital Territory (FCT), Adamawa, and Sokoto States.

 

2.       Responsibilities & Tasks
2.1   Responsibilities

Within the agreed terms in this contract, the Project Coordinator shall:

a)       Demonstrate a thorough and in-depth understanding of the project scope and specifics;

b)      Operationalize WRAPA contributions to the EU-UN Spotlight Initiative in the 3 project locations;

c)       Provide programme implementation leadership for project staff groups and other stakeholders;

d)      Initiate due diligence documentation for recruitment, technical assistance, facilitation, partnerships;

e)       Promote project visibility & issue amplification through strategic interface and networking;

f)        Build & strengthen relationships with designated existing partner Organizations that showed agency during the Phase I period as well as liaison with stakeholder and beneficiary organizations /platforms in producing outcomes in line with the results framework;

g)       Provide technical assistance to content development of practice tools and mechanisms;

h)      Generate monthly & quarterly activity, M & E plans, reports and other team performance appraisal records a follow through from designated task matrix template;

i)        Represent WRAPA at EU-UN Spotlight Initiative along with or as delegated by the Project Manager;

j)        Serve as project face and liaison with other EU-UN Spotlight Initiative implementing organizations;

 

2      2.2   Tasks

S    Under the supervision of the Project Manager and supported by Project Admin/Logisticn Support Officer, State officers & project partners; the Project Coordinator shall undertake the following tasks:

a)       Generate for approval appropriate project documents including concept notes, monthly & quarterly reports, contract letters, invitations, retirements etc;

b)      Coordinate the inputs of project staff & partner organizations at WRAPA and State levels;

 

c)       Harness and strengthen the collective agency of women & vulnerable persons networks/coalitions & platforms;

d)      Lead and deliver on the development of state project database for effective coordination and synergy of interventions;

e)       Lead the creation of content and mechanisms for multi-stakeholder interface on broad-based issues & targeted messaging on GEWE and VAWG/SGBV/HP/SRHR;

f)        Lead identification of gaps and development of issue benchmarks to inform capacity strengthening for GEWE, EVAWG and SRHR stakeholders at state & national level;

g)       Support and contribute to improving institutional monitoring of members of women’s rights CSOs, and individual advocates;

h)      Coordinate high level strategic engagements with state & national duty bearers in each project state;

i)        Coordinate project dialogue meetings across each State with informal social and trade groups;

j)        Coordinate community-based dialogue sessions to advocate collective response;

k)       Supervise and coordinate capacity strengthening for CSOs, media groups, women groups, and key populations;

l)        Initiate and direct all project meetings, correspondence and logistics;

m)    Any other duties as may be assigned by the WRAPA Project Manager

 

3. Expected Deliverables:

  1. Introduction

1A. Organizational Context

Women’s Rights Advancement and Protection Alternative (WRAPA) is a women-focused non-governmental organization whose mission is to actualize women’s legal rights in private and public spaces. WRAPA envisions a Nigeria where there is improved access to social justice for women. WRAPA core programs seek to enhance access to justice for Nigerian women, especially the weak and vulnerable whose knowledge of their rights and capacity to seek redress is limited. Key activities are the provision of free and subsidized legal aid and counseling services to meet the needs of women within Nigeria’s three (3) legal systems. Other interventions include mobilization, research, and sensitization against gender-based violence, legal reforms as well as public education on domestic and international laws.

 

1B. Project Context

Despite the existence of constitutional provisions and commitments to regional and international human right treaties and conventions, the right of women and girls are grossly violated and devalued in Nigeria and many African countries. Nigeria is still grappling with gender equality, working on building a just society devoid of discrimination, equal opportunities regardless of sex that can give both men and women equal voices in decision making and policy implementation.

In 2004, Nigeria ratified the Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa (African Women’s Protocol), thereby taking the first step towards expanding the scope of protection for women’s human rights in Nigeria, and in particular violence against women. The African Women’s Protocol is one of the several international instruments Nigeria ratified, which provides measures to be taken to improve the promotion and protection of women’s rights. Earlier international statutes include the Universal Declaration on Human Rights, International Convention on Civil and Political Rights, Convention on Elimination of all Forms of Discrimination Against Women, Rome Statute of the International Criminal Court and the United Nations Declaration on Violence Against Women.

Following a fourteen(14)-year long rigorous policy advocacy, President Goodluck Jonathan on 25th of May 2015 signed the Violence Against Persons Prohibition (VAPP) Act into law. This legislative progress was followed by the Plateau state government passing into law the GEO Law in 2015 making it the first in Northern Nigeria, while Kaduna State passed the VAPP Act in 2019. However, there are critical thorns in the journey of ensuring effective implementation. This is on account of pockets of resistance of duty bearers and gaps in technical and financing inputs to ensure implementation. There is poor awareness of the Laws, lack of coordination amongst key stakeholders, and a poor history of gender responsive budgeting, which should create the opportunity and window for tangible actions towards the effective implementation of the Laws in both states.

It is worth noting that WRAPA implemented the Haki Mkononi project in 2015, which contributed to the passage of the VAPP Act & GEO Law in Kaduna and Plateau States respectively. Asix (6) months intervention to push for the implementation of both laws was concluded in December 2020 supported by SIDA, with evidence base traction built. However, it is critical to take to scale and consolidate the gains made,by deepening engagement with relevant key stakeholders for the effective implementation of the model laws.

Against this background, WRAPA will implement a two(2) year intervention supported by the African Women Development Fund(AWDF), to ensure continuity of interventions that sustains and consolidates progress made so far as an imperative to ensure that the generated momentum, political will and social pressure on government and other duty bearers is not lost.

 

2. Duties/Functions

  2. Support the timely and targeted implementation of activities according to the project activity plan and effective delivery of results.
  3. Maintain close communication with partners, including government, civil society organizations, international organizations, and donors.
  • Maintain regular contacts with beneficiaries to ensure relevance and quality of projects’ outputs.
  1. Liaise with State Project Officers and external consultants to ensure maximum productivity.
  2. Coordinate technical support to project partners and key stakeholders on specific issues related to the project scope;
  3. Support Project Coordinator to ensure the smooth functioning of all operational activities related to project implementation;
  • Coordinate consultations with the project partners and other stakeholders in order to ensure timely information about the project implementation;
  • Organize and run effective coordination meetings and ensure communication flow among partners;

Provide the required support to ensure timely implementation of all project result areas: (i)Sustain and strengthen the culture of high-level engagements to deepen political will for effective implementation of the GEO Law, and the VAPP Act, 2015;(ii) Amplification of demands targeting community influencers for ownership of the effective implementation of the two Laws; (iii)Sustain activities that popularize the VAPP Act & the GEO Laws to ensure scale in knowledge and attract uptake to protect the rights of survivors of VAWG in the project states.
  2. Provide technical support to the review, monitoring and the proper use of funds according to signed agreements and work plans.

iii. Support the development and production of information products and communication materials in support to the project (Newsletters, brochures, fact sheets, presentations, information leaflets, knowledge products, brochures, info graphic reports and project factsheet, human interest stories etc.)

  1. Guiding Principle

The Assistant Project Officer will:

WRAPA shall:

  • Diligently discharge its obligations under this contract in a timely and transparent manner.
  • Extend its cooperation and support to the legal expert in accordance with best practice and subject to mutual considerations.
  • The parties agree that the duties and functions outlined in the TOR are not exclusive whereby work of a similar nature may be expected to attain the contract objective.

 

Other Matters

  1. Confidentiality

The Assistant Project Officer shall undertake to observe the secrecy of confidential information received from or supplied during the period of implementation of this project or other agreement made pursuant thereto. The Staff agrees that the provision of this clause shall continue to be binding notwithstanding the termination of the employment.

 

  1. Termination and dispute

Either the organization or the legal expert may for a good cause and subject to compliance with 4 weeksnotice to terminate this agreement. In so doing, either of the parties shall discharge all obligations of payment or work outstanding at the point of termination. This ToR is governed by dispute resolution procedures as applicable in relevant Nigerian laws. Due notice shall be given by either party of resort to any arbitration method.

  • Introduction

Malala Foundation has requested WRAPA to lead a project that mitigates the COVID 19 impacts on Girls’ education in 5 Nigerian States: the FCT, Adamawa, Sokoto, Katsina, Jigawa & Plateau State. An intervention aimed at ensuring girls access to education, as a right, is not truncated by the impact of COVID 19 pandemic. To see that girls in graduating classes are able to complete their final exams and the psychosocial impact of the COVID 19 crisis on girl child education are minimal in the targeted intervention areas to ensuring return, retention and safety for girls’ educational continuity.

As the COVID-19 Pandemic runs its course globally, many governments are implementing measures that limit the number of people congregating in public places. Such measures have disrupted the normal functioning of schools. Due to the fluid infection indices in different locations, the duration of such measures has varied, with the likelihood of phased continuation of learning in countries.

The adverse effect of lost educational opportunities and safe havens (school) for girls would mean- girls are likely to be exposed to domestic violence, rape, early and forced marriage, early pregnancies, and other forms of human rights violations, and loss of dignity. To mitigate these risks, there is a compelling need to seek innovative ways of ensuring that these girls return to school and complete secondary education.

COVID 19 and Post-COVID 19 education needs to rely on more sustainable and holistic measures that go beyond just accessing education, but also address the obstacles encountered by girls and young women in accessing quality education and completing the school cycle especially in crisis situations such as this. The crisis has equally discouraged girls, dimming their hopes of succeeding through school, writing their final examination and graduating their classes before the pandemic. Parents with few means of livelihoods, alternatively pressure their girls into looking for more. Statistics predict a lower return and continuity.

WRAPA will support programme design and delivery, as well as in the work processes within and across targeted schools and communities to ensure that the implications of COVID 19 on educating Nigerian school girls in targeted areas are minimal and girls get the required mental and psychosocial support they require to ensure academic continuity.

 

  • Objective of the consultancy

To carry out a comprehensive assessment that provides a baseline that supports M&E measurements parameters for the project.

 

  • Methodology

A baseline consultant will be engaged on contract with defined terms that are explicit in the Terms of Reference (ToR). The contract is in the overall interest of oversight, participation and guidance of the project implementation as well as the use of agreed documentation, learning and engagement tools that will measure delivery, impact and evaluation of results.

 

  • Scope of Work (SoW)

The Baseline Consultant will be expected to carry out and deliver on the following tasks:

 

  1. Develop and execute a baseline assessment of the project in order to determine gaps and how program activities would be used to fill in these gaps. The baseline assessment will cover data from targeted schools including:
  • The impact of the COVID 19 on the girl child education with school closure
  • Alternative education programmes that exist
  • Current Mental Health support programmes
  • Total number of school girls and relative ratio to boys
  • Current Female school enrollment
  • The number of girls that are out of school as a result of COVID 19
  • Organizations working on similar project in such target schools
  • The proportion of girls currently engaged in alternative means of education
  • The proportion girls experiencing Gender Based Violence
  • Availability of gender programmes
  • Data on female attendance and drop out pre and during COVID-19
  • Current level of engagement during the lockdown
  • Mental health and psychosocial gender based programmes
  • Current use of gendered Education Technology
  • Availability of gender-based counseling services
  • Past and current girls’ enrollment for final examination
  • Girls who are currently writing graduation examinations
  • Challenges affecting girl child graduation pre and during COVID 19
  • Gender Health and Safety measures in place
  • Availability of COVID 19 measures, protocols and policies in target schools.

 

2. Support in establishing an appropriate monitoring system for the project

 

5) Deliverables

The Baseline Consultant will provide a final report in hard and electronic form that includes:

  • Develop questionnaire
  • Database of relevant Information
  • Complete report with analysed data contained infographics, high quality packaging and presentation

6) Time-frame 

The contract will be completed within a period of Fifteen (15) working days commencing on the 14th of September 2020 and ending on the 2nd of October 2020.

 

     7) Guiding Principles

  1. The Consultant will deploy the required expertise and skills to deliver on the terms in 4 (i) – (vi) above.
  2. The Consultant will make mutual efforts to build capacity as may be deemed essential for the delivery of allotted roles

    8) Remuneration/Fees, Payment and Other Matters

The agreed rates and sums of the fees negotiated between WRAPA and XXXXX which payments made shall be made directly to the account of the Consultant as follows:

To engage a Senior Project Officer(SPO) that will work independently, with minimal supervision, to provide technical guidance and direction, expertise and oversight on an intervention aimed at ensuring girls access to education, as a right is not truncated by the impacts of COVID-19 pandemic in the FCT, Adamawa, Sokoto,  Katsina, Jigawa & Plateau States.The SPO will lead targeted spectrum of activities anchored on rapid design processes, adaptation and implementation of inclusive and affordable responses within and beyond COVID-19 recovery phases.      2. Duties and Responsibilities

 i. Oversee and guide project management

  • Coordinate and facilitate the development, implementation, and monitoring of the project work plan, including budget and results framework.
  • Coordinate delivery of the day-to-day project activities to ensure prompt and adequate delivery of results.
  • Lead strategic partner engagement that elicits broad community buy-in & ownership.
  • Monitor effective use of resources and compliance with Malala Foundation rules, policies, and procedures as well as donor/fund requirements.
  • Facilitate the preparation of technical brief, reports and documentation as necessary.

 

     ii. Provide technical support and capacity development to project beneficiaries & partners

  • Lead the mobilization and engendering of compliance with COVID-19 preventive measures through development and deployment of targeted messages, informative and educational communication materials, campaigns and provision of basic personal protection equipment (PPEs) and infrastructure.
  • Lead high level policy advocacy targeting COVID-19 policy with operational duty bearers and structures to generate and adapt safe school opening policies and practices to overcome fear, stigmatization and expand access for marginalized groups.
  • Organize voluntary provision of practical academic support to render rapid school lessons that aids graduating girls to catch up lost time due to COVID-19 lockdown and restrictions.

LEGAL AND SOCIAL EMPOWERMENT PROGRAM ON WOMEN’S RIGHTS IN KADUNA AND PLATEAU STATES, NIGERIA

 

  1. Introduction

Despite the existence of constitutional provisions and commitments to regional and international human right treaties and conventions, the right of women and girls are grossly violated and devalued in Nigeria and many African countries. Nigeria is still grappling with gender equality, working on building a just society devoid of discrimination, equal opportunities regardless of sex, that can give both men and women equal voices in decision making and policy implementation.

In 2004, Nigeria ratified the Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa (African Women’s Protocol), thereby taking the first step towards expanding the scope of protection for women’s human rights in Nigeria, and in particular violence against women. The African Women’s Protocol is one of the several international instruments Nigeria ratified, which provides measures to be taken to improve the promotion and protection of women’s rights. Earlier international statutes include the Universal Declaration on Human Rights, International Convention on Civil and Political Rights, Convention on Elimination of all Forms of Discrimination Against Women, Rome Statute of the International Criminal Court and the United Nations Declaration on Violence Against Women.

Women’s Rights Advancement and Protection Alternative (WRAPA) is a leading voice in the advocacy and campaign against Violence Against Women (VAW) in all its ramifications. WRAPA will be working with key stakeholders in both Kaduna and Plateau States to support the effective implementation of the Gender Equal Opportunities Law, and the Violence Against Persons Act (VAPP) Act 2015, respectively.

 

  1. Overall Goal

The overall goal of this proposed project is to ensure that African women and girls realize their rights as guaranteed in the Protocol to the African Charter on Human and Peoples Rights on the Rights of Women in Africa. It aims to increase and amplify the demand for the implementation of the Women’s Protocol using the instruments of the GEO Bill and the VAPP Act in Plateau and Kaduna States, respectively, in compliance with the African Women’s Protocol at both national and regional levels.

 

  1. Justification

Current laws in Nigeria protecting persons, especially women and girls from violence are inadequate and discriminatory with stringent standard of proof. Despite long time campaigns by the human rights community for the enactment of specific legislations to address existing and emerging peculiar forms of GBV suffered in private and public life, domestication and implementation of laws remain a huge challenge.

WRAPA has worked with both Plateau and Kaduna State, where the GEO Law, and the VAPP Act have been passed respectively. However, there are critical thorns in the journey of ensuring effective implementation. This is on account of pockets of resistance of duty bearers and gaps in technical and financing inputs to ensure implementation. An opportune moment presents itself with the newly elected government officials who show a potential for progressive partnership towards effective implementation of the two model laws.

On this project, WRAPA will work to increase and amplify the demand for the implementation of the Women’s Protocol using the instruments of the GEO Bill and the VAPP Act in Plateau and Kaduna States, respectively, in compliance with the African Women’s Protocol at both national and regional levels.

 

CONSULTANCY TO DEVELOP IEC MATERIALS

TERMS OF REFERENCE (TOR)

  1. Recruitment Objective

To engage a consultant to design and develop materials that increases awareness of the Gender Equal Opportunities Law, and the Violence Against Persons Prohibition Act, (VAPP Act, 2015) that supports effectual and contextual information, education and communication (IEC) spread for the project. Developed materials will form key project advocacy and sensitization tools for engaging policy makers, CSOs, and other relevant stakeholders in Kaduna and Plateau state.

2.   Responsibilities and Tasks

  • Develop a work plan
  • Review existing materials of VAWG in the project states, the existing laws, WRAPA past and present project strategies.
  • Design a comprehensive advocacy kit, which will include; Banners, posters, fact sheets.

 

  1. Expected Deliverables

The consultant is expected to provide the following outputs:

  • Concept note on the development of a context based VAW/G tools for advocacy and sensitization
  • Draft copy of designing of advocacy kit
  • Final design layout of IEC materials including posters, leaflets, brochures, & fact sheets.
  • Submission of final printed and electronic copies of all IEC materials to Project coordinator.

VIOLENCE AGAINST WOMEN AND GIRLS (VAWG) Faith & Culture Leaders Supporting VAWG Accountability Moving From Rhetoric to Action Project

Project Concept

Background

Introduction Gaps in legal and social frame works compounded by weak enforcement are the key drivers in the growing impunity for VAWG and Sexual Gender Based Violence (SGBV) in Nigeria. Redress for survivors and accountability by perpetrators are in abysmal figures for violations in private and public spaces. Efforts by organizations, working on Violence Against Women and enactment of legislations at federal and state levels especially the Violence against Persons Prohibition (VAPP) Act 2015, the adoption of National Action Plan on UNSCR 1325 are yet to show significant changes. However, the establishment of Sexual Assault Referral Centres (SARC), and Sexual Domestic Violence Response Teams, across the country is gradually availing VAWG survivor’s defined, specialized and formal support. Despite all these efforts the legal provisions, socio-cultural practices and hurdles in the administration of justice provide women with little protection against violence.

The institutions of faith and culture are grounded in theological legitimacy. This qualifies them to frame discourse on issues aimed at extracting commitments for peace, justice and social equity. In addition, these institutions are considered an embodiment of moral values, which confers on them some influence in personal and family spheres, as well as social attitudes and behavior

Objective

Increasing accountability working with faith and culture leaders to strengthen protection mechanism and reduce VAWG prevalence.

Justification

Religious and Traditional Leaders, institutions and organizations are important influencers in Nigeria. These organizations are considered to have more legitimacy, respect and influence than secular NGOs. They are more established and have closer links with communities. They are held in reverence with less suspicion and even exercise limited enforcement capacity. These organizations also serve as arbitration platforms in dispute resolution relating to family life. Limitations however abound in legal frameworks, offering little or no respite to VAWG survivors thereby limiting women’s capacity to seek justice for abuses especially for violations within family settings.

Against this background WRAPA with support from Ford Foundation is working with faith and traditional leaders in the four project states. namely; Jigawa, Katsina, Plateau, and the FCT to strengthen protection and reduce VAWG prevalence for a two year project cycle. .

Recruitment Objective

To engage a program officer (to be based in Abuja) that will lead in coordination, planning, and effective delivery of the project in the selected States of implemented.

Duties and Responsibilities

  • The project officer will provide overall technical leadership in the planning and execution of the project activities; ensuring goals are met; risks are minimized and Ford Foundation and WRAPA standards are upheld and complied with.
  • Ensure approved budget is implemented and project expenses are managed in line with Ford Foundation and WRAPA financial due process procedures.
  • Strengthen, establish and manage relationships and engagements with project stakeholders; ensuring efficient and appropriate flow of information, and proper record keeping of plans, reports and correspondences, as well as documentation of project materials and lesson learnt
  • Ensure the successful and efficient delivery of project activities to ensure that project targets are achieved in accordance with the Project Document and its specific indicators of execution.

Education and personal qualification

  • University degree in law, English, communication, or other social sciences;
  • Fluency in written and spoken English and Hausa;
  • At least 5 years of work experience working in the field of development, law, government owned institutions;
  • Commitment, willingness, and ability to work long hours (at least 90% of contract time, including working in the evenings and night;
  • Proven interest in issues of human rights, social and gender justice in northern Nigeria
  • Knowledge of computer programs, including Microsoft Word and Excel;
  • Evidence in program management and remote logistics support;
