Malala Foundation has requested WRAPA to lead a project that mitigates the COVID 19 impacts on Girls’ education in 5 Nigerian States: the FCT, Adamawa, Sokoto, Katsina, Jigawa & Plateau State. An intervention aimed at ensuring girls access to education, as a right, is not truncated by the impact of COVID 19 pandemic. To see that girls in graduating classes are able to complete their final exams and the psychosocial impact of the COVID 19 crisis on girl child education are minimal in the targeted intervention areas to ensuring return, retention and safety for girls’ educational continuity.
As the COVID-19 Pandemic runs its course globally, many governments are implementing measures that limit the number of people congregating in public places. Such measures have disrupted the normal functioning of schools. Due to the fluid infection indices in different locations, the duration of such measures has varied, with the likelihood of phased continuation of learning in countries.
The adverse effect of lost educational opportunities and safe havens (school) for girls would mean- girls are likely to be exposed to domestic violence, rape, early and forced marriage, early pregnancies, and other forms of human rights violations, and loss of dignity. To mitigate these risks, there is a compelling need to seek innovative ways of ensuring that these girls return to school and complete secondary education.
COVID 19 and Post-COVID 19 education needs to rely on more sustainable and holistic measures that go beyond just accessing education, but also address the obstacles encountered by girls and young women in accessing quality education and completing the school cycle especially in crisis situations such as this. The crisis has equally discouraged girls, dimming their hopes of succeeding through school, writing their final examination and graduating their classes before the pandemic. Parents with few means of livelihoods, alternatively pressure their girls into looking for more. Statistics predict a lower return and continuity.
WRAPA will support programme design and delivery, as well as in the work processes within and across targeted schools and communities to ensure that the implications of COVID 19 on educating Nigerian school girls in targeted areas are minimal and girls get the required mental and psychosocial support they require to ensure academic continuity.
- Objective of the consultancy
To carry out a comprehensive assessment that provides a baseline that supports M&E measurements parameters for the project.
A baseline consultant will be engaged on contract with defined terms that are explicit in the Terms of Reference (ToR). The contract is in the overall interest of oversight, participation and guidance of the project implementation as well as the use of agreed documentation, learning and engagement tools that will measure delivery, impact and evaluation of results.
- Scope of Work (SoW)
The Baseline Consultant will be expected to carry out and deliver on the following tasks:
- Develop and execute a baseline assessment of the project in order to determine gaps and how program activities would be used to fill in these gaps. The baseline assessment will cover data from targeted schools including:
- The impact of the COVID 19 on the girl child education with school closure
- Alternative education programmes that exist
- Current Mental Health support programmes
- Total number of school girls and relative ratio to boys
- Current Female school enrollment
- The number of girls that are out of school as a result of COVID 19
- Organizations working on similar project in such target schools
- The proportion of girls currently engaged in alternative means of education
- The proportion girls experiencing Gender Based Violence
- Availability of gender programmes
- Data on female attendance and drop out pre and during COVID-19
- Current level of engagement during the lockdown
- Mental health and psychosocial gender based programmes
- Current use of gendered Education Technology
- Availability of gender-based counseling services
- Past and current girls’ enrollment for final examination
- Girls who are currently writing graduation examinations
- Challenges affecting girl child graduation pre and during COVID 19
- Gender Health and Safety measures in place
- Availability of COVID 19 measures, protocols and policies in target schools.
2. Support in establishing an appropriate monitoring system for the project
The Baseline Consultant will provide a final report in hard and electronic form that includes:
- Develop questionnaire
- Database of relevant Information
- Complete report with analysed data contained infographics, high quality packaging and presentation
The contract will be completed within a period of Fifteen (15) working days commencing on the 14th of September 2020 and ending on the 2nd of October 2020.
7) Guiding Principles
- The Consultant will deploy the required expertise and skills to deliver on the terms in 4 (i) – (vi) above.
- The Consultant will make mutual efforts to build capacity as may be deemed essential for the delivery of allotted roles
- The Consultant will endeavor to exercise and eschew the values of due diligence and display responsible work ethics, mutual respect, due consideration, accountability and good faith in all dealings.
8) Remuneration/Fees, Payment and Other Matters
The agreed rates and sums of the fees negotiated between WRAPA and XXXXX which payments made shall be made directly to the account of the Consultant as follows:
- A monthly fee of xxxxxxxxxxxxx
- WRAPA will pay for transportation, hotel accommodation and DSA whenever expedient for project related activities. Similarly, where additional components of training or other inputs are an imperative WRAPA pays those costs subject to standard charges for such input.
9) Other Matters
- i) Confidentiality
The Consultant shall undertake to observe the secrecy of confidential information received from or supplied during the period of implementation of the consultancy or other agreements made pursuant thereto. The Consultant agrees that the provisions of this clause shall continue to be binding notwithstanding the termination of the consultancy.
- ii) Termination and Dispute
- a) Either the organization or the Consultant may for a good cause and subject to compliance with 7 days’ notice, terminate this agreement. In so doing, either of the parties shall discharge all obligations of payments or work outstanding at the point of termination.
- b) This ToR is governed by dispute resolution procedures as applicable in relevant Nigerian laws.
- c) Due notice shall be given by either party of resort to any arbitration method.
For purposes of this Consultancy and ToR, “confidential information” means any information whether prior to, during and afterwards disclosed by WRAPA, its staff, agents, beneficiaries or service providers (the Disclosing Party) to the Consultant (the Receiving Party) of the consultancy involving technical, policy, know-how, project management and other information, data and/or strategies in any form, including but not limited to any information which is designated in writing to be confidential or by its nature so intended.
